In 2005, the Government of Mali adopted the Governmental Action Plan for the Improvement and Modernization of the Improvement and Modernization of Public Finances (Pagam/GFP) with the aim of completing, consolidating and deepening the reform of its public finance management system. This plan is part of the Strategic Framework for Growth and Poverty Reduction (CSRP) as well as the Institutional Development Program (PDI) which is a sub-component of it.

Following the results of the Phase I evaluation, the technical and financial partners recommended the continuation of the program through the development of Phase II of PAGAM/GFP II which incorporates the principles of Results-Based Management (RBM). ). This plan provides for capacity building of the administrative control bodies to enable them to exercise their functions and permanent control responsibilities in the implementation of anti-corruption measures. It has three specific objectives:

• Ensure the consistency and effectiveness of control structures,

• Ensure the reliability of administrative controls,

• Specific strengthening of sectoral inspection bodies so that they can control the execution of program budgets.

The Inspectorate of Security and Civil Protection Services was created by Decree No. 00-055/PRM of September 27, 2000, ratified by Law No. 01-031 of September 1, 2001. Decree No. 01-071/ PRM of 02/12/2001 and No. 01-122/P-RM of 09/03/2001 Organization and operating methods of the ISSPC and identification of the organic framework of the ISSPC.

Apart from these documents, there is no text or internal directive regulating in detail the distribution of competences within the ISSPC, nor the coordination with the other ministerial inspection services (in particular the AGR), with the internal inspection services of each service. With the hierarchical hierarchy of the security services (general management) or with the MSPC services (the Human Resources Department or the Department of the Ministry of Finance and Equipment, for example).
